Head tension on the Mesh Heads can be adjusted by "feel" only. It is not necessary to use a Drum Dial or any type of detailed tension adjustment tool, since fine tuning is not crucial. Tighten each lug like you would an acoustic drum until the pads have the tension that's desired. It's a rare occurrence, but check for any wrinkles or creases around the parameter of the head that may develop.
For Roland's demo V-drums kits that use the mesh heads, we usually have the snare and first tom rather tight, and the remaining toms a bit more loose to provide a natural acoustic feel.
